Using this Handbook

This Handbook reflects all key policies and procedures.

If you are unable to find the information you require, consult your Supervising Worker.

This handbook will be updated regularly, usually annually, unless significant changes require more timely updates.

If you would like to suggest a change to the handbook, discuss your suggestion with your line manager in the first instance.

The next update is due in February 2027.

This Handbook includes a local resources section, accessible via the navigation bar. If there is a resource you think should be added, talk to your manager in the first instance.

The nominated administrator for this area will be able to access online training in the use of the area from tri.x.

This library is populated and maintained locally and not by tri.x. tri.x will not be responsible for content added to this area, and any concerns should be directed to the contact person responsible for the procedures.

The handbook is accessed by readers who may encounter unfamiliar terms. Therefore, a glossary of definitions is available under the resource tab.

There is also a National Contacts resource populated with details of key national agencies and organisations likely to be relevant to procedure users.

We have used the following terms and post titles:

Supervising Worker

This means the allocated worker who is responsible for supervising and supporting you.

Young person’s social worker

This means the allocated social worker from the accommodating authority is responsible for managing the young person's case.

Accommodating authority

The local authority that is responsible for placing a looked-after child or arranging accommodation for a care leaver in supported accommodation.

Placement Plan

This is the documentation drawn up by the young person’s social worker before the placement, wherever possible (or where this is not possible, within 5 working days of the placement), which sets out in detail the arrangements for the placement.

Registered Person

The Registered Person means the Registered Provider or the Registered Service Manager.

Registered Provider

An organisation, partnership or individual who is registered under Part 2 of the Care Standards Act 2000, is responsible for carrying on the Service. As a Registered Person, the Registered Provider is responsible for ensuring compliance with the Regulations across all settings in the Service. If the Registered Provider is an individual or a partnership, each individual and/or partner must meet the fitness requirements for this role. If the Registered Provider is an organisation, it must nominate an individual as its point of contact for Ofsted. Local authorities can also register as a provider of supported accommodation.

Registered Service Manager

The Registered Provider must appoint a Registered Service Manager who is accountable for overseeing the management of all the provider’s settings. The Registered Service Manager must meet the fitness requirements for this role. For some small providers, the Registered Provider may also take on the role of the Registered Service Manager if they meet the fitness requirements for that role.

Google Translate is an online translation tool that enables users to translate text, documents, and websites into a wide range of languages. It is provided for general assistance when accessing information written in another language and can be found at the bottom of every page on this site. This tool is useful for gaining a general understanding of foreign‑language content, but translations should be reviewed for accuracy if being used in formal or official communications.

Users can print individual chapters FOR REFERENCE. The entire manual CANNOT be printed. The manual is updated regularly; therefore, we advise that any hard copies not be kept for reference and that users develop the habit of consulting the online version.

It is recommended that this manual be viewed with the latest browsers, with JavaScript and cookies enabled for maximum compatibility and functionality.
